Spray a mug with cooking spray. Add eggs green onions, bell pepper, garlic salt, pepper and water. Beat with a fork until well combined.
Microwave on high for 30 seconds. Remove from microwave and stir for 10 seconds. Microwave for an additional 45 seconds (or until set). Top with cheddar cheese and chives (or green onions). Serve.
